Where are the charges against company executives for what they did - give aid and comfort to the enemy?!?

for purchasing coal from North Korea, and then in turn laundering the proceeds of those sale to purchase items for North Korea, including nuclear and missile components;
...
for facilitating transactions on behalf of actors linked to its North Korea’s proliferation network.

All of this (buying nuclear/missile components?!!), and it's only $2MM that they're looking at? That doesn't sound accurate to me at all!
