A prison guard told me...“What were we going to do? He served his time and we released him. You can’t keep people in prison just because they are too dangerous to let go.”

Some states have Civil Confinement where with the right paperwork they show that they can't be released. It's often initiated by the criminal themselves because they know they can't control themselves.

The state wants to cut them loose to save money, not giving a damn about protecting the public.

Governor Bush (Florida) set up the prison where my gym buddy worked. It was a special prison where people with just six months left to go are sent. An effort is made to prepare them for reentering society. This includes classes, seminars, resume help, how to interview, how to dress, etc. Bush’s intention was to do something about the very high recidivism. I asked the guard if it had worked. He snorted out a laugh, saying, “No.” His take on why was it mostly involved drugs. He said, that they wanted drugs and that was their only concern, getting high. They didn’t give a dam about anything else.
