I concur - just looked at Google Earth, no distortion.

I just looked at it on Google Earth. I think we are seeing a rendering of it.
Try using the history function. Everything other than the dam changes shading etc. while you look back in history. Dam remains the same shading and color.
There is a icon on the top of Google Earth (looks like a clock) that will give you a slider to look back in time at images.
Damage is being covered up.
