Yes, he is. I had lunch with him 20 years ago. He was the Chief Engineer for Radio Havana then.
Prior to lunch I was at a neighbor ham’s station with him. Showed him some of my pc board work and he had an incredible grasp of RF and moaned about not being able to get modern components. He told me later that he was a technico, not a politico. (I did not believe him)
The neighbor ham was an expert EME operator, retired military and had plenty of money.But still a nice guy. I did all of his tower work for a while. Saved his precious VHF/UHF and up Christmas tree. The mast was bent over at 100 ft., still attached. I told him what I needed to recover it, he got it and in an hour I had it all on the ground with Zero damage. smile.
