Builders’ rackets are more common than most people know, and local government regulatory employees are sometimes involved with the builders (gatekeeping against owner-builders and new competition).

Each building contained seven townhomes. Marte was paid an annual salary of $200,000 to supervise the construction.

That is a hefty salary for building just 14 units. I suspect the property owner was about to find some very shoddy construction when he got of the plane.
