I think China was going to use Hong Kong’s preferential treatment for itself. If China isn’t going to allow Hong Kong autonomy, then the preferential treatment China was seeking to lay hands on through proxy Hong Kong goes away. Less incentive to “get” Hong Kong this way.

Since China’s take over - hey are tansfprming Hong Kong into China-proper...to keep the preferential treatment for Hong Kong is to confer it on the rest of China - no doubt part of China’s jumping the gun on re-assimilating Hong Kong was the intent to leverage this preferential treatment and side-step many current sanctions...Trump is minimizing what they can leverage for more bad behavior.
