I imagine the way it works is something like this. Someone notices the cameras are not working. Probably, this time it will be a more widespread problem than just the cameras on one cell. The person noticing will report it and that person will fill out a work order to have the problem troubleshot. The order will work its way through the bureaucracy and, in a day or two, the technician will mosey down there, probably with a few guards to watch him. He will climb the ladder, find the problem and either fix it on the spot or order parts. So, given whatever the problem is, the cameras will stay down for some time. Whatever happens to Maxwell will not happen on the first night as that would be too suspicious. Also, whatever happens will be different than suicide by bedsheet. Most likely, she will suffer some medical emergency which will go unnoticed for the required amount of time. Either that or she will be attacked by a psycho prisoner who, for some amazing snafu, is allowed in an area where that would normally never happen.
If they really wanted her safe they would put her on a military base under military guard. Her location would be a state secret and would not involve anyone who would normally be notified. This may not be legal because her lawyers will want daily access and, likely, that can not be denied.
Probably do a Cuomo. Force her into the COVID ward of the prison. Whoops, she was so compromised in health and dang if she didn’t up and die.
Either that or she dies with a slit throat and it will be called COVID.
