If the State really wanted to go high and right, they could charge the daughter with production of child pornography and the father with possession, if he's the legal owner of the smart phone that contained the photos.
The boyfriend is most likely off the hook though for statutory rape charges.

Some states the age of consent is 16. But either way 16 or 17 they know what they are doing.
