It will only work if the police are well trained and are massive in number compared to the protestors.
Roman tactics work very well against much larger forces.
But then, the Romans killed their enemy with short sword thrusts.
Don’t think the Romans have any tactics in peaceful crowd control.
Was waiting for the protestors to try flanking tactics, but maybe that’s a later exercise.
