The urban cities are chitholes. Gentrification is dead. Escape from New York,L.A. etc. You can’t jam people together without consequences. People need space.

Put a fence around them and arrest upon exit.
Fence it off so no one leaves unless in cuffs.
Make it rain 24 hours a day (equivalent of turning on the sprinklers)
Flash bangs every 10 - 30 minutes but random and play the Barney song in a loop at a high volume.
Wet and sleep deprived they will either surrender or off themselves.
I say, override the HVAC systems and turn up the heat, board over the windows and cook the bastards out, that’s how you deal with a termite infestation in a clean, green manner.
