You -- obviously -- are ignorant of what is taught re the law during CHL training.
To be non-prosecutable, firearms use under any CHL must be defensive in nature.
What you advocate would be considered aggressive use of a firearm -- and would almost certainly result in the licensee's arrest and prosecution.
When carrying, avoid fights -- and, most definitely, never provoke or, "pick" a fight that leads to use of your firearm.
