That may be what is meant. Or evem what it is. Strange with such dark skies and lightning in the midst either way. I'm wondering if this is double meaning comms. "biblical". "Biblical: Photos of a Halo of Light Striking NYC During Lightning Storm". Rays of light usually come from an angle of the clouds behind a storm. I have taken hundreds of ray of light images and never seen one that straight, direct, and un-angled.

But my post says "what if this technology falls into the wrong hands?"
