This could have been stopped cold by a few nursing home directors publicly refusing to obey and announcing it far and wide.
This forces Cuomo to use law enforcement or whatever to force them in, or close them down. That leads to the evening news asking why?
This policy was deliberate mass murder.
I think they are more intimidated by insurance than by govt. They can be ruined much faster by Deep Insurance, which would tell them, you didn't follow govt guidelines, you're on your own!
