I'd change "were" to "are." Mexico's cases have spiked later than ours. Back when the China ban was put in, Mexico had hardly any cases. Besides, until the border really means something, what difference does it make?
BTW, I think Trump messed up by not cutting off flights from Europe at about the same time he cut off flights from China. I doubt NYC would have been hit as hard as it was if that had been done. Of course, the flak from the Democrats would have been even more monumental than it was.
That said, and with what we now know, why are we allowing Mexicans to reinfect the US?

The Year of the Rat, indeed! After their celebrations with family, they returned to the USA via Seattle and NYC. I have no bias against ‘unknowing’ Chinese tourist.
