Lack of law enforcement in cities is nothing new; for years residents have been riding around on dirtbikes and unregistered motorized bicycles (like Third World cities). Unlicensed clubs and gambling places are nothing new either.

On the flip side I remember years ago Chinatown in NYC had to play recordings of fireworks because the city had clamped down so strongly.
