Why were elderly COVID-19[2] positive patients forced [pushed] into nursing homes [known hot zones] if ample capacity existed to support locally?
Can you logically explain why select [D] gov(s) made decisions re: elderly push into hot zones which [knowingly] contradicted federal guidelines and as well as general common sense [think annual influenza death rate(s) re: age group 65+]?

There are two important Chapters to understand what is going on here. These Chapters are both contained in 10 USC Subtitle A, PART I: ORGANIZATION AND GENERAL MILITARY POWERS
Chapter 13 is part OF Title 10. (Insurrection Act)
Chapter 15 is part OF Title 10 as well. (Posse Comitatus Act)

Context was the aftermath of the Civil War. It really doesn't settle anything regarding the PC, since in order to get there the IA or Martial Law needs to be cited/implemented.. Nothing new there. Can't go into states without IA with Fed troops for these purposes. Specifically the Army, but the Navy/Corps via other statutory limits. This would end with the use of the NG, if the governors weren't in on it.
True, this type of 'assistance' ain't using troops for strictly LE processes. Arrest, upholding the law.

I’m leaning more and more toward a theory that every ballot is going to have either a NG or active/reserve military person assigned to ensure a fair election. If they are mailed then they will have someone in the post office assigned to receive and place in a ballot box. if live then a person at every polling station.

It probably has changed since 2004, given that there was a realignment after the 2010 census.
However even if we double it (~350,000) or triple it (~525,000) we still would have more than enough military (NG, Active, & Reserve) to assign to each + enough left over for every post office. (~142k blue collection boxes, ~31k retail postal offices, and 42k zip codes).
The US military stands at: 1.4M active, 860k reserve, and ~330k NG. Some locations such as APO, FPO, embassies, and consulates already have personnel stationed so the overall number impacted may be reduced to an assigned duty.
Assume only the NG and Reserves are available then that would put it at ~1.2M without impacting active duty personnel activities. Enough for 3 at every polling station and 2 at every postal box, office, and zip.
Super basic tear down of the numbers... but way doable. And they would take extreme pride in it.
