"Dept of Agriculture does CCW - not sure why ..." My recollection is that this was done intentionally to prevent the process from being politicized.
Florida was the first, or among the first, to pass "shall issue" concealed carry in about 1986. Probably at that time many chief law enforcement officers were opposed and the Florida arrangement took the process out of their hands.
