I think Q stands back from telling us what actions we should take, as does President Trump, because our government is designed to function from the people up to their representatives, not from the executives down to the people.
The Left called for a million “protesters” and that was incitment to riot. Whatever we did in response to direct orders would be posed as usurping the process of government, incitement to protest/riot etc. Doesn’t have to be true, just has to get the optics.
Q has pointed o the fact that we’ve forgotten how to play. We will be helpless as babies if we do not remember how it’s done, and help each other get there.
