Pretty bad. This keeps up, some people on both sides are going to get hurt or killed. This is not a protest anymore. It is an organized rebellion/revolution by some organization. Really bad.
Raz, the very wealthy muslim leader, has handed out many of his personal weapons (ARs and the like) - likely financed through his Dubai connections - to minors.
None of the prog govs or mayors will allow the LEO to go after the mobsters.
That will put LEO on the side of the mobsters in the eyes of the Citizens, no matter which side the LEOs are actually on.
That is a very bad situation for LEO and even though they probably don't think so, it is a much worse place for the mobsters.
