No. By threatening to go in, Trump has acknowledged that he knows this is a dangerous situation and people are getting hurt and property destroyed. Yet he does nothing except make threats. Him letting it go on makes him complicit.
I think there is some extreme rationalizing going on here with these other theories that somehow Trump is winning over voters by acknowledging there’s a problem, saying he will do something about it, and then doing nothing. It might make a little sense if Trump used this as a teaching moment in civics and explained about states rights vs. the federal government and that votes have consequences. But that is not what he ever does. He does not teach. He just throws out verbal anger and my opinion is that it makes him look bad and absolutely does not win him votes. But it certainly may be losing him votes.
