Keep in mind that the football program pays those salaries itself from ticket, merchandise, bowl game payout, and TV revenue. In fact, at Iowa and most other D-1 schools, the football program pays for the entire athletic department (except men’s basketball, which usually breaks even). What you’re proposing would essentially require those “club sports” to be paid for from students’ tuition and fees.

What’s wrong with that? Have a bake sale or something. Rent a van and pitch in for gas money for away games. After transferring from a D3 school, I played club lacrosse at UGA, and we got a cheapo jersey and some shorts, and money to pay refs from our student activity fees.
