Abraham Lincoln tried that (jailing some outspoken politial opponents) during the Civil War. His authority was questioned (the states being in the Union), and it wasn’t a good “look” for a man attempting to abolish slavery. Trump would be foolish to meddle in state politics in such a heavy-handed way unless that state were to try and secede.

It may be that Trump may not control the military, given the statements of the Army Chief of Staff and the Secretary of Defense. The FBI is not under his control. Despite generals like McClellan, Lincoln controlled the Union Army as well as the minimal Federal law enforcement at the time, specifically the U.S Marshals.

The President had to rely on SWAT teams from other agencies than the FBI and the Bureau of Prisons to control the riots in DC. He may have to rely on them again.
