I think this police chief has some issues that have nothing to do with race. Notice how the mask looks an awful lot like a gag? He’s probably too cheap to pay a dominatrix to help him satisfy his humiliation kink. I get the feeling that people on both sides are getting their jollies with these public displays of kneeling and submission.
