A little local geography. Capitol Hill, where this precinct is located is known mostly for three things. First, it is near where most of the major hospitals in the City are located. Another common name for Capitol Hill is Pill Hill, because of all the doctors, medical clinics and hospitals.

Capitol Hill is also the home of Seattle University and Seattle community college. The later is a hotbed of protests and the former is committed to social justice.

The third thing that Capitol Hill is known for is the Gay Pride festival, where crosswalks are painted rainbow colors every year and a huge multi-block party happens.

Without law enforcement, things are going to get pretty wild in this neck of the woods. The medical facilities as a source of drugs, and the college students plus Gay pride party goers as easy victims. It is not going to be pretty.
