They're just on the list of commmittee members. It doesn't mean they voted for it. It was secret. But you can demand yours to divulge how they voted. Sen Scott has already gotten it from me.

The larger part is there is a lot of other stuff in the NDAA like the Secure US Bases Act. Sen Scott got that amendment. In short it says
