So all the reports of Cuomo sending recovering COVID positive patients into Nursing Homes and killing thousands of elderly was just hyperbole?

No. The ones Cuomo sent were symptomatic or they would have just been quarantined somewhere.
That's why said recovering. They were still symptomatic but past needing hospitalization IIRC. Why weren't they sent to the USNS Comfort or the Tent hospital in Central Park or just home? It was a recipe for disaster requiring Nursing Homws/Assisted Living facilities to admit them. Cuomo has many deaths on his hands.
