Quarantine orders issued as a result of "contact tracing" will be enforced by the police if necessary (at least in Democrat-controlled areas). That enforcement will not be popular - but the Democrats do not care.
They can also condemn properties and levy bank accounts of scofflaws. Nobody ever needs to show up at the door.
I would expect selective exemptions from such orders for prominent supporters of the Government, and merciless enforcement against opponents of the Government. The "Contact Tracing" system has no other effective use. Everybody is "guilty" in some degree of contact to somebody else who can be classified as "infected". Quarantines can be extended indefinitely and amount to house arrest. There is no "due process" and no appeals.
People subjected to repeated isolations will be ruined. This power in the hands of officials is just too temping. Abuse is inevitable.
The process is the punishment.
