We have mail in voting in WA state, so that is already happening here.
I suspect if people have symptoms, they are just going to stay home, and not get tested.
Unless you are seriously ill, and there is no cure for Covid, so why get tested? If you test, and are positive, all your contacts will be tracked. If you have children and tight living quarters, your children will be removed. Family members will not be able to work, and this is after months of unemployment.
Right now, they are announcing( in the news) free testing if you were at the protest, even if asymptomatic.What twenty something is going to do that? Who would want the asymptomatic positives to increase in our state, causing another lockdown?
I suspect people are wising up to this.
I place my phone in a faraday bag when out, and have not updated my phone.
