The PSA could be about the announcement of a demand To the Home Office to have Prince Andrew be interrogated and not have gone through the Royals. I’m assuming something like that would usually be done in secret.
More likely something like “Avoid XXX highway due to traffic congestion”, a way to thwart enemy plans without telling the public what they are/were.
