The Founders created the idea of a Federal District to hold the capital to keep just this kind of thing from happening. If the capital were in a politically hostile state, the state government would be in a position to hinder the Federal Government. D.C. gained “home rule” at the end of 1973 when Congress voted to give up its Constitutional power over the District.

Congress will never take back its power because it would be seen as both racist and undemocratic. Whether or not Congress had/has the Constitutional power to give up a Constitution-directed power would have to be settled by the SCOTUS and who would have standing to challenge?
