You either want soldiers or you don’t want soldiers. If you don’t want them, don’t call them. Let them stay in their home towns to shoot looters at their local businesses (on their own time, as a public service) if they aren’t going to do their job in DC.
If they’re going to do this they might as well hire all the former Kmart security guards they can. I’m sure some are available.
