Mr. Pack, as Director-Designate of the Voice of America, please figure out how to bypass Orwellian technological barriers and outreach the truth about the amazing, American experiment in bottom-to-top self-determination (against the top-down elitism of nearly all other political systems), to the Chinese people, despite the smothering brainwashing (apt in view of the Manchurian Candidate) to which they are subject.
The most recent previous Voice of America Director, under "W" Bush 43, who actually directed the distribution to a world hungry for the truth, true information in America's interest, was the renowned author Robert R. Reilly. He later learned that 1,000 years ago, Islam fell victim to an anti-intellectual tsunami, to explain why "the Arab Spring" would never come to fruition.
On the basis his VOA experience bucking the tide of US Government mediocrity, Mr. Reilly wrote about Four Principles of Idea Warfare.

After getting through the absolute prerequisite to successful prosecution of idea warfare--that you yourself must have an idea (that is, you must know your own heritage, why our system is the greatest in human history)--Mr. Reilly then focuses the rest of his outline on our idea opponents--at the time he came out with the outline, directed to Muslims, but now, Chinese.
After learning 1 how great we Americans have it, points 2, 3 & 4 are oriented toward the objects of our idea warfare.
2) Know your opponents' thinking. "Second, one cannot go into a war of ideas until one understands the ideas one is at war with. Such wars are always conducted in terms of moral legitimacy. The defense of one's ideas and the attack on those of the enemy are conducted with moral rhetoric."
3) Target you opponents' thinking class, to do the heavy lifting in their own country of informing the unthinking majority. "Third, wars of ideas, by definition, can only be fought by and with people who think. This defines the natural target audience for this war, the so-called 'elites'."
4) Be prepared to conduct your idea warfare over a very long span of time, longer than most people can focus their attention. "Fourth, along with a consistency of purpose, one must have the organizational and financial means for conducting a war of ideas over the course of generations. Ideas, when they are profound enough to form the basis of a civilization, or its negation, have a prolonged gestational period. K.P.S. Gill, India's foremost authority on counterterrorism, has said that, in Kashmir, radical Islamists taught their doctrines in madrassas for two decades before the occurrence of any terrorist acts. After this period of gestation, the war of ideas was already won in the minds of the students who then formed the cadre of Islamist terrorist organizations. The same is true in other parts of the Islamic world. The war of ideas requires institutions that are capable of countering this kind of indoctrination over similarly lengthy periods, i.e., decades."
We should have the natural advantage against the Chinese Communist Party. They are sitting on the back of a tiger, the extremely resourcefull, intelligent and inventive Chinese people. ("The tongue of the Arab, the mind of the Gaul [Frenchman], the hands of the Chinese" runs an old proverb.) Christianity is strongest among the Chinese people, in all the world. They have a tremendous thirst for freedom and prosperity--the latter of which the CCP fully exploits, while dangerously neglecting the former. Before the US elite fostered the Communist takeover of China, China had a constitution directly modeled on the US Constitution, a fact that no amount of CCP surveillance can erase. Chinese people are propagandized to despise American culture, but despite the nearly-hourly obligation of making the proper Orwellian responses into their CCP-run cell-phone surveillance apps, the Chinese people should be able to form a fair evaluation of the essential goodness of America.
I am not asking for the Chinese people to be set fighting against one another, they are already in that condition, with 200 riots per day which the CCP must keep under tight control. If given a fair chance to come to spiritual and intellectual reconciliation, the Chinese people may be able to pay their debt to America for our support to China during the Japanese occupation. And America may be able to pay our debt to China for allowing our irresponsible elites to foster the Communist takeover, of the world's most ancient and distinguished high civilization.
