The author Stephen Hunter wrote a novel about how a mall was taken over by terrorists. One of the shoppers was a marine sniper home on leave from Iraq.

It didn’t take too long before the sniper was taking care of business while the police, led by a devotee of “progressive policing” dithered outside trying to talk with the terrorists and find out why they wanted to kill so many people.

As I recall, the book was actually set in Minneapolis.

The novel was aptly named Soft Target.
