Well there was a time when most of the world was uncivilized and neighbor killed neighbor.

Tribal war fare was the norm.

Western civilization did not exist.

You might want to go bad to that but I do not.

I was thinking along the lines of what David Kopel discusses in his book “The Samurai, The Mountie, and The Cowboy” and there is a chapter titled “Civilization and Savagery: America’s Half Remembered Past”. In that chapter, he outlines how Americans kept the peace by being armed and confronting dangerous and disruptive persons before there were sheriffs or police departments. He says “the real historical meaning of vigilantism had nothing to do with individual self-defense against crime. Vigilantism meant organized, community effort to rid a locality of lawbreakers”.

And that I can perhaps add to my initial observation as well. Is this woman wishing to have groups or communities of the law abiding take up arms and do that work in the police’s stead?
