I thought he was shot at from above but I can now see it came from the police lines at the bottom of the hill.
He was ~half way down the hill and facing the cops.
It ‘may be’ that the cops were trying to form a perimeter and told the kid to move back up the hill.
‘if’ the cops tell you to move back it is for a reason, and they are not playing around.
Putting yourself in a defiant mode and refusing to move back is asking for trouble.
I don’t ‘know’ if that is what happened and I hope the kid is okay and learns a valuable lesson.

then he is causing trouble.
