More importantly, each delegate to the Electoral College should be required to vote how each Congressional District voted. No statewide winner take all allowed.
There are Congressional Districts in California and other states that have no input, since the large turnout (dead, missing, illegal, and harvested) wipes out their vote in winner take all.
#1, my original point was we need this for state wide elections, too. In CO, Denver and Boulder elect the governor and the rest of the state doesn't matter. Most of CO is conservative but we get outvoted by them.
We need a state level EC.
