Yes, and the electors in a state equal the number of congress reps and the two senators. The question is how they are chosen. I will revise my comment, the electors should be chosen by congressional district, not by county. My mistake, since a congressional district my encompass several counties.

Electors should be chosen by county. Congressional districts are gerrymandered. Can’t change the size of a county.
