The only time the looting will stop is when they steal everything and burn everything to ground level. They should get tired then and go home, if theirs is still upright. That is, providing they have some way to transport their loot and store it somewhere they can protect it from other looters that may like their booty. Then they will start shooting each other. And there won’t be any cops to break it up. Last one standing can claim victory...in their mind and for what?
