I think it was called “Surrounded Islands”, he wrapped a bunch of tiny spoil islands in Biscayne Bay with a multitude of different colors.

It was actually pretty cool, along with the revival of the Art Deco District, it was a very ‘80s S. Florida thing, Miami was booking.
