The first of its kind. Any US military (Title 10) operation in CONUS is under USNorthCom, currently commanded by a USAF General who at this time is female. USNorthCom provides the unity of command for all forces involved domestically, both AD, Special Reservists called to AD, and any NG units activated by the Feds.
There is no assault on cities, they will take control of and 'police' in military terms their area of operations. The guys in the field will be under their commander's guidance with USNorthCom providing overall command. In turn SecDef directs this action.

I wouldn't be to sure as Q has been leading pretty hard with 'they have to be shown'. Don't like it, but it gets us closer to military tribunals which I can't wait to see.
Remember Q asking how do you get this info into evidence? This is how, tribunals have broader evidentiary rules and all the NSA has can be utilized.
