I’m no expert, but I’ll field that one. From what I’ve read:
- If Biden drops out before the Democrat convention actually votes, his delegates would follow the rules of their states. Some states would make those delegates free agents. Some states would give them to the remaining candidates. And who would that be? It would be good old Bernie Sanders. Bernie suspended his campaign. But he did not withdraw.
- If Biden drops out after the Democrat convention actually votes, then the DNC gets to pick their nominee. It could be Bernie, Hillary, or even me. Just to be safe, I’ve got my acceptance speech ready.
The 'laws' have no say, it is up to the demonRATs, but that should be a hoot.
It will be like a bag full of cats being thrown into the lake.
Biden is a candidate in 50 States to have their State Legislatures appoint Electors who will vote for him in December.
If he is no longer a candidate, State Legislatures who favor replacing the President will appoint Electors who will vote for someone else.

I think they have to wait for awhile, too much time till the convention. Bernie has the second most delegates and would be the logical pick. They can’t let that happen.
