Sullivan got his instructions via Obama's conniving scheme: Obama "leaked" a call where he weirdly went on some soliloquy
about the 'Rule of Law and how guilty General Flynn really is'. This was, in fact, Obama's orders to Judge Sullivan telling him what he wanted done.
Obama's a crafty SOB. He couldn't just pick up his iPhone and tell Sullivan what to do. So it was "leaked" to the media.
