There's a very slight reduction in overall radiation, plus a slight shift towards the blue spectrum if I recall correctly.

However, the reduction in solar wind allows a much greater number of cosmic rays to hit the atmosphere, which acts like a giant cloud chamber. The theory is that the cosmic rays dramatically increase the amount of cloud cover, raising Earth's albedo and lowering surface temperatures significantly.

I thought cosmic rays only created the impetus for lightning bolts—not water collection in the atmosphere.

Interesting.
