That's ridiculous and completely void of any logic. If they need that to 'keep the security' of their system, then their system is a complete joke.

Keep in mind this is for a PRIMARY. Pennsylvania does not have crossover voting so ballots for each party need to be kept separate. The alternatives would be to have somebody open the ballot prior to Election Day (bad), or have all absentee ballots counted separately at some other location (bad, brings up the "look what we just found in the trunk" nightmare scenario).

The ballot goes to YOUR individual polling place, still sealed. It gets opened at the end of the night and counted with the totals from the machines. Officials at that polling place have the registration records and can check to see if the absentee voter is actually registered there (or of you vote regularly they probably know you).

No system is perfect. The general election ballots in the Fall DO NOT have party labels on the outside.
