HOWEVER the dump last week by DNI suggests the pertinent date is that when the (federally outlined + funded) transition officially took effect and is/was an effective date here ... but nailing them in the act after he was sworn in is critical to everything IMO. that’s what I’m thinking, too.
imo, they did a lot of things “on the fly” after the election as they did not expect HER to lose.
so, they had to put it togther quickly & left it subject to STUPID mistakes.
