The pale pink peonies – flowers that Meghan has said make her 'endlessly happy' – are coming into bloom around Frogmore Cottage. The couple are living rent-free in a California mansion. They should be declared to the IRS by the couple as U.S. income as it is extremely valuable to live in a luxurious mansion in Southern California without having to pay for it.
The rental value would likely be deemed a non-taxable gift to the grifters, not taxable income, since it's presumably not in exchange for goods or services. As such, Perry would have to file a gift tax return if the value exceeded the annual gift tax exclusion of $15k, which it no-doubt would. Whether Perry would have to actually pay tax would depend on whether he had any of his estate and gift tax unified credit still available.
