The governor of NC is a Democrat, I think. That won’t help if Burr resigns. Absolutely correct. Cooper isn’t just a Dem, he only won because a judge kept Durham voting polls open 4 extra hours to find votes. He will appoint the lowest of Dem to that seat.

If a Senator is appointed to fill Burr’s seat, doesn’t the replacement have to be the same party? And isn’t there sometimes a special election, just as there was in CA to fill the empty Rep seat?
