Networks don't have FCC licenses. However, networks own TV -- and often radio -- stations in certain major markets. These are known as "O-and-Os," as in "owned and operated." They have FCC licenses.

The 1986 Goldwater-Van Deerlin Act made it difficult for an owner to lose an FCC license. It takes a lot more than just telling a lie.
