Why did Pence claim Flynn lied to him?

Why did Pence receive a “letter” during GHWB funeral?

Because the FBI lied to both Pence and Trump.

I stopped at your question so if it was answered above I apologize.

They wanted to get Flynn prosecuted or fired. They got him fired. Andrew Weismann and the 7th floor of the FBI got him prosecuted by the Special Counsel.

This was all a dirty game. They leaked the Flynn call to the media. They leaked for an article the day before they ambush interviewed him that FBI had reviewed his call and found nothing wrong to put him at ease.

Pence went on the Sunday shows and talked about the situation with Russia. Afterwards, the FBI/DOJ ran to the White House and told them that what Pence said was different than what Flynn said. I believe Flynn did not remember the conversation verbatim. They then (if memory serves) told the media that Flynn and Pence had said different things.

This was dirty. The new White House had its first big scandal. Either Flynn or the FBI/DOJ lied about who said what. They created a kerfluffle. Pence/Trump/Priebus believed the FBI/DOJ and they jettisoned Flynn saying “he lied to Pence”.

The real question now is “did he really lie” or was this another scam/scandal created by the deep state coup to fulfill their stated goal (Priestep notes) to get him fired?
