IMHO Brennen used cut outs (N. Ohr, Strzok, Fusion) to conduct domestic spying. As judge Collyier noted in her 2017 report (still classified) there was rampant abuse of 702 searches going back to 2015.
Wanna bet they were spying on Republican candidates. Admiral Rodgers retained those logs before he shut contractor access down and reported the abuse to the Court.
